LOCATION
The required base location for this position is scenic Ketchikan, Alaska, often referred to as the “Salmon Capital of the World”. It is situated in the heart of a lush rainforest and offers abundant recreation opportunities for the outdoor enthusiast including boating, hunting, fishing, crabbing, shrimping, hiking, and whale watching. There’s also a strong sense of community, native heritage, and a host of engaging local activities and events. Ketchikan enjoys great access to local services such as a hospital, a variety of schools, modern aquatics / recreation center, and a newly completed showcase library. It’s a short 90 minute flight away from Seattle, Washington.

SEAPA is a unique and agile regional generation and transmission (G&T) entity providing wholesale power to three member utilities located in Ketchikan, Petersburg, and Wrangell. We are looking for a versatile individual to complement our small core team of results-driven professionals. This is a hybrid position that will enjoy a wide variety of projects and responsibilities. SEAPA’s facilities consist of two hydroelectric projects, switchyards, substations, and 175 miles of transmission, including 11 miles of submarine cable. The Project Manager will provide expert project management and O&M support as needed to ensure continued safe reliable operation of these assets. This is a senior level position geared for a knowledgeable hands-on person that is proactive and excels at multi-tasking. SEAPA has a robust forward-funded renewal and replacement program (Capital Improvements) and there are several interesting and challenging projects already in the queue. SEAPA is also currently evaluating new renewable energy projects for future development, and responsibilities may expand to support those initiatives.
The successful applicant will possess a broad range of knowledge, skills, and experience encompassing typical power generation equipment and industrial based infrastructure such as; turbines, generators balance of plant, switchgear, transformers, governors, plant control systems, relays, SCADA, and communications. We recognize that there may initially be knowledge gaps in some of these areas, but the successful candidate will have the passion, capability, and desire to expand their core competencies over time. This position has a strong ability to directly affect change. With this autonomy comes a high degree of responsibility and accountability.
The position is based at SEAPA’s main office in Ketchikan, but requires travel to remote sites in small fixed wing aircraft, helicopters, and watercraft on a regular basis to execute Agency objectives. ESSENTIAL DUTIES & RESPONSIBILITIES
- Manages all facets of assigned projects from concept through project close-out. Ensures scope, schedule, and budget objectives are met.
- Ensures SEAPA facilities are in compliance with local, state and federal environmental permits and regulations, and in particular with Federal Energy Regulatory Commission (FERC) requirements.
- Works collaboratively with Agency staff to develop RFPs, evaluate proposals, and implement professional services and contractor agreements.
- Ensures timely procurement of required materials for assigned projects and O&M activities.
- Manages professional service contracts and works closely with a variety of engineering and environmental consultants.
- Efficiently coordinates field activities to minimize impact to power deliveries.
- Participates in a weekly scheduling/planning call with member utilities.
- Fosters positive relations between management, SEAPA Board, union workforce, member utilities, contractors, and consultants.
- Assists in evaluation of O&M programs and recommends training needs, qualifications, and objectives for operators.
- Assists Agency staff obtain and maintain, as required for assigned areas, the compliance of licenses, permits, water rights, easements, and rights-of-way. Ensures workforce clearly understands responsibilities and follows through on required compliance deliverables.
- Develops and presents project updates for the Board of Directors. Represents the Agency at technical or public meetings and hearings, in system-wide O&M planning activities, and on committees with utilities as required.
- Participates in the Agency’s annual budget process. Prepares cost projections, schedules, and status reports for assigned projects. Makes recommendations for new projects.
- Attends training seminars, consults with other utilities and dam operators, and stays apprised of current codes and regulations, and implements as required.
